About ALTEN Industries
ALTEN Industries, Inc. is an integrated alternative energy development corporation dedicated to supporting a viable domestic biodiesel industry. We are currently focused on addressing critical sustainability issues, including feedstock pricing and availability, biodiesel industry profitability, and co-product utilization. ALTEN will develop an integrated biodiesel feedstock supply chain, pursue R&D and commercialization strategies aimed at enhancing biodiesel facility profit margins, and establish our own strategically-located biodiesel production facilities.
Management Team
William A. Manley, Chairman & CEO
Bill has over 30 years of business experience in senior management positions. Bill has served in various capacities including CEO, CFO and Managing Director of three successful companies he founded, including Harley Oil Corporation, a Houston-based oil and gas operator that drilled and operated primary and secondary recovery oil wells in Kansas, Oklahoma and Texas. As CEO of Harley, he functioned as corporate general partner of two oil and gas limited partnerships. In virtue of his upstream oil and gas experience, Bill gained first hand experience in managing challenging commodity environments.
In 2006, Bill spent extensive time researching and consulting for the biofuels industry, initially concentrating on feasibility studies and market analysis for ethanol facilities. His findings led Bill to focus his efforts on the biodiesel industry.
Andrew J. McLoughlin, President & CFO
Over the past 15 years, Andrew has held various senior positions throughout the financial services industry, including Vice-President & COO of an investment advisory firm, Treasurer of a group of mutual funds, Senior Manager of Global Fund Services for a leading mutual fund administrator, and Head of Client Administration for a large multi-national hedge fund manager. In these roles, Andrew has been responsible for a broad range of corporate management functions including accounting, auditing, valuation, regulatory compliance, client service, reporting, merger integration, project management, and process re-engineering.
Andrew received his education at the John Hopkins University in Baltimore, MD, attaining a B.A. in Economics with a concentration in Applied Mathematics.
Charles A. Cummings, Vice-President & COO
Chuck has over 10 years in general operations management experience in the hazardous waste management and industrial finishing industries. He has held such positions as Senior Chemist, Plant Engineer, Operations Manager, Transportation Manager, and Safety Officer. This experience had enabled him to manage day to day operations as well as effectively manage 6 to 7 figure event projects.
Chuck also has over 8 years experience with physical commodities trading. As a self-employed trader, Chuck contracted the purchase and sale of these commodities as well as oversaw the logistics and quality assurance.
Chuck received a B.S. in chemistry from Juniata College and has maintained certifications in EPA, DOT, OSHA and DOE regulations.
Advisory Board
ALTEN has assembled an Advisory Board of qualified, experienced professionals to assist in the development of our business. The Advisory Board meets on an ad hoc basis to discuss issues that may arise in the course of operations.
Advisor, Senior Agricultural Development Consultant
ALTEN's Senior Agricultural Development Consultant has 39 years of government and university field experience with development programs, 34 years assigned to developing countries, and 5 years of USAID headquarters experience in Washington, D.C. He spent 10 years in Sub-Saharan Africa formulating and implementing rural and agricultural development projects. As Agricultural Development Officer, USAID/Abidjan (1987-1992), he provided technical assistance to Missions and Governments in nine West African countries. As Agricultural Development Officer, USAID/Washington - 1997-1999, he managed capacity-building for African participants to the Seattle WTO Trade Summit, liaison with U.S. Trade Representative Office; and he contributed to Office of Agriculture's food security objectives focused on West Africa.
As principal USAID officer in Chad, he was responsible for U.S. cooperation with this unstable country whose petroleum resources are critical to U.S. energy security. He served as Team Leader for Economic Growth, USAID/Mozambique, managing contracts with South African and Portuguese companies for roads infrastructure, and agricultural research and extension activities conducted by NGO's and International Agricultural Research Centers (ICRISAT, CIMMYT, ICARDA, ITTA and the World Agroforestry Centre), and training activities with U.S. colleges of agriculture.
John Fini, Advisor
John N. Fini is an independent consultant specializing in technology assessment and venture creation. He was Vice President for Entrepreneurial Services for the Emerging Technology Centers in Baltimore, Maryland. John had the specific responsibility of mentoring high technology and biotechnology companies seeking to commercialize technologies developed at federal laboratories and local universities.
Prior to joining the ETC, John was a Senior Associate and Case Manager, for Strategic Insight, Ltd., a consulting firm specializing in complex technology development programs with technical, financial, management, and socio-political aspects. Among his accomplishments, he was a member of two NASA advisory boards chartered to conduct independent economic and market analysis of new technologies. John has been an expert witness on Capitol Hill and presented testimony to the National Research Council of the National Academy of Sciences on the future markets of emerging technologies.
Over his career, he has been involved with analyzing and developing technologies in the following markets: information technology, telecommunications, artificial intelligence and robotics, biotechnology, space launch systems, magnetically-levitated trains, national missile defense, factory automation, system engineering tools, desalination, weapons systems, armaments, sensors, as well as fossil and renewable energy.
Scott McLoughlin, Advisor
Scott is Chairman and co-founder of the Adrenaline Group, a Washington, D.C.-based company providing high technology new product development and technology advisory services. Scott has served on the Board of the DC Technology Council, organized the Washington, D.C. CEO Forum, and has extensive experience managing and growing start-up companies.
